The Surge Service covers 12 CCGs across North Central and North East London. This post will be based in Clifton house but will, in conjunction with other members of the surge team, will spend part of the time, meeting customers and providers in the Urgent and Emergency Care Networks in North Central and North East London to help forge strong working relationships. The post holder will: - Lead on surge and resilience planning work as part of thePerformance Team responsible for ensuring that there are robust plans in place to manage surges in demand and that these are enacted at times of pressure. - Be the main point of contact for surge capacity issues being reported by providers. Responsible for ensuring appropriate systems are in place to support delivery of the in-hours and out of hours surge and resilience planning service throughout the year. - Support day to day work on the interfaces between acute, specialist and community care providers and be an active participant in escalation processes that ensure patients move through the system in a safe and effective way. - Be required to have regular contact with internal and external stakeholders, and will often need to engage with them over sensitive, complex, contentious and confidential issues.The stakeholders will include some or all of the following: Chief Officers, and senior management team. - Assist in the delivery of the provider operational resilience and surge management work as part of NEL within the Performance and Surge Directorate and is responsible for ensuring that there are robust plans in place to manage surges in demand and that these are enacted at times of pressure. The surge hub uses a system called SMART (Surge Management and Resilience Toolkit) to assist in managing the system as well as assisting in monitoring pressure so appropriate action can be taken at an early point. - Support the Surge Managers as a point of contact for surge capacity issues being reported by providers. - Assist in the team ensuring appropriate systems are in place to support delivery of the in-hours and out of hours` provider operational resilience and surge management service throughout the year on behalf of North Central and North East London 12 CCGs. - Assist in providing assurance to key stakeholders, including CCGs, NHSE and NHS Improvement. They will support day to day work on the interfaces between acute, specialist and community care providers and be an active participant in escalation processes that ensure patients move through the system in a safe and effective way. - Be required to have regular contact with internal and external stakeholders, and will often need to engage with them over sensitive, complex, contentious and confidential issues. The role will provide leadership, direction and strategy to the collection services and will liaise closely with later arrears management stage leads based within the front line housing service. The role will drive their service in order to maximise income collection performance and ensure the robustness of the wider strategy to mitigate against key imminent welfare reform risks. PRINCIPAL DUTIES AND RESPONSIBILITIES * Direction and management of the early stage arrears collection process within the customer service centre for all core and sundry debts. * Delivery of performance targets in relation to early stage collection rates and the management of the auto arrears process. * Review of current escalation policies, with responsibility for making recommendations for improvement. * Management of wider income collection administration processes, ensuring key income risks are managed in line with policy. * Project lead for the Implementation of additional areas of auto arrears collection including former tenant arrears, sundry debt, garages etc. * Responsibility for minimising later arrears task handovers to the operation wherever possible. * Development of early stage collection strategy in order to maximise the prevention of arrears escalation. * Production of regular performance and management reports in relation to key service challenges and current performance. * Assessment and improvement of core skills sets within the contact centre in order to deliver an effective income service through training, coaching and formal development processes. * Development of strong working relationships with external stakeholders (in particular Housing Benefit Departments) and internal operational leads. * Service review subject matter expert in relation to income collection services.
